For years, NVIDIA’s revenue stream was driven by tech giants like Google, Amazon, and Microsoft. But with those companies now building their own chips and scaling back their GPU spending, NVIDIA has made a decisive move to secure a new, long-term growth avenue: nation-backed AI systems.

Sovereign AI is the term used to describe a nation’s effort to control, develop, and deploy AI using its own infrastructure. It includes localized data centers, national language models, and independent AI development free from foreign influence. It’s now being treated with the same seriousness as other national utilities like water, gas, and electricity.

At Computex 2025, Huang laid out the vision: NVIDIA won’t just serve tech companies; it will help build “AI factories” – national-scale data centers – directly for governments. And these aren’t just concepts. In Saudi Arabia, NVIDIA has teamed up with HUMAIN AI on a multibillion-dollar deal to supply advanced GPUs, simulation environments, and a national cloud platform. Similar partnerships are brewing in Qatar and the UAE, with sovereign wealth funds eager to lead the AI race.

President Trump’s return to office added momentum. His first overseas trip this term included NVIDIA’s CEO – not as a tech rep, but as a key partner in global AI diplomacy. It’s clear the U.S. wants to shape the AI infrastructure of allied nations before China does.

However, not everyone in the administration is on board. There’s hesitation about supplying cutting-edge GPUs to nations that also maintain tech ties with China. But the scale of investment is irresistible – independent governments see Sovereign AI as the next space race, and whoever dominates could control the future of automation, surveillance, and digital economy.

Europe isn’t sitting idle either. NVIDIA’s recent deal with Deutsche Telekom in Germany will build the continent’s first industrial AI cloud, powered by over 10,000 Blackwell GPUs – creating a new ecosystem for European manufacturing and AI development.

Huang predicts that AI will become a $100 trillion market in the long term. While the media obsesses over Big Tech’s next chatbot, NVIDIA is making quiet, strategic moves with governments – because that’s where the future trillion-dollar opportunities lie.
