“We filed our appeal because the Commission’s decision imposes unfair business terms and confuses both developers and users,” Apple stated in July 2025. The tech giant believes the EU is overreaching, dictating how it runs its App Store rather than focusing on fair competition.

The root of the conflict lies in the DMA, a law enacted in 2022 to rein in tech monopolies. The Commission fined Apple for restricting how developers could inform users about cheaper deals outside the App Store – a practice regulators say stifles competition and consumer choice.

Despite complying with the EU’s timeline to avoid daily penalties, Apple’s new external payment policies have sparked criticism. Developers argue the updated rules are still too restrictive, too expensive, or simply designed to deter anyone from bypassing Apple’s in-app system. “They changed the rules, sure, but it’s like trading one cage for another,” one developer quipped.
